Biographies Jerry L. Rhoads Jerry L. Rhoads is CEO, All-American Care, Inc.; Chairman and co-founder, Dorotha C. White Foundation and son-in- law of Dorotha C. White; and CEO, Caregiver Management Systems. Jerry Rhoads' company, Caregiver Management Systems, is a management consulting firm specializing in Long Term Care, based in Schaumburg, Illinois. Jerry’s professional experience in the long term health care industry spans over 40 years. His career began as a consultant at Arthur Andersen & Co., where he supervised the implementation of Medicare after its enactment in 1966 for Blue Cross and Etna Insurance Companies. In 1976, he wrote the “White Paper” for HEW (U.S. Department of Health, Education and Welfare) that became the foundation of the current Prospective Payment System (PPS) for skilled nursing facilities. Jerry is a CPA and a fellow in the American College of Health Care Administrators (FACHCA). He has presented seminars at many State and National conventions. As a practicing licensed Nursing Home Administrator, he has 25 years experience in operations. His knowledge and understanding of Medicare and Medicaid reimbursement are unparalleled and he is considered one of the best reimbursement experts in the country. Based on the Fox v Bowen court case and Transmittal 262, he developed a method to tie the skilled interventions to the Medicare and Medicaid reimbursement rules, thereby locking in the right amount to be billed based on entitlement, not Fiscal Intermediary interpretations. While turning around troubled nursing homes in the late 1980’s and early 1990’s, Jerry also designed a computerized method for mapping clinical work flow for directing and measuring staff effectiveness. By balancing workload with worker capacity, significant improvements in labor, efficiency, and productivity are achieved. As a result, rampant turnover and absenteeism can be reduced so that all resources are focused on patient outcomes. Jerry Rhoads' philosophy is that the pursuit of outcome improves patient quality of life and facility income! Sharon K. Rhoads Sharon Rhoads is President and co-founder of the Dorotha C. White Foundation; daughter of Dorotha C. White; and V.P. / Director of Clinical Systems Training, Caregiver Management Systems. Sharon has more than 20 years of experience as a consultant in the Long Term Health Care industry. The Dorotha C. White Foundation was formed in memory of Dorotha C. White, who was a victim of abuse and neglect in an Illinois nursing home. The Foundation, dedicated to improving life for the elderly in nursing homes and restoring Elderpride, endorses better performing nursing homes and fully supports the philosophy of the All-American Care model. Sharon has worked along side of Jerry for over 20 years, building unmatched experience in improving clinical service documentation and methods. She also has vast experience in claims processing with major insurance companies, and has used this knowledge in her consultation of the ADR (Additional Documentation Request) clinical claims processes in Long Term Care.
